Leslie Rubin

 

 

Joan Yim has over 30 years of professional experience advising clients on navigating bureaucracies at the federal, state and local levels of government. Her planning practice has included land use, environmental, freight mobility, transportation, homeland security, supply chain processes, and economic development analysis for private and public sector clients. President Clinton appointed her to be the Deputy Administrator at the US Department of Transportation’s Maritime Administration in 1993 where she successfully negotiated multi-agency agreements on dredging, international shipping, and urban development programs. She has worked with several large international engineering firms in developing port and intermodal projects worldwide.

Joan is a graduate of Connecticut College in New London, Connecticut and has completed graduate work related to urban and regional planning, import and export requirements, intermodal transportation and global logistics. A member of the American Institute of Certified Planners, she holds a Global Logistics Specialist designation from California State University, Long Beach Center for International Trade and Transportation. Joan has traveled extensively throughout the world and loves living in the Pacific Northwest. She enjoys reading mystery stories and volunteering in political campaigns.
